The removal of corporal punishment, the discontinuation of religious studies in schools, and the cessation of military measures like the shooting or killing of criminals have also contributed to this phenomenon.
In a country rich in natural resources, it seems paradoxical that corruption, poverty, and other issues have become the norm. The systemic failures and social disruptions have created an environment where such illegal activities can flourish.

When I tried to call back via video, the person on the other end was clearly an African woman. It became apparent that she was not operating alone, as she seemed to have off-camera guidance.
